I am attempting to add users to step programs manually using the plus button in the top right corner, but they will not display in the UI. Is anyone else having this issue?

Which version are you on? Depending on the version, there is a filter at the top right corner (right below your profile picture) that filters by campus. If the step doesn't have a campus and the filter is set for a campus, it won't appear.
