Exclude Past Groups from Rock Mobile Group Finder Block

When a schedule is set for a Group and EffectiveEndDate has passed, then exclude it from the Group Finder block in the Rock Mobile app. Groups should only be included if EffectiveEndDate == null or EffectiveEndDate >= now. 

Currently, the block only filters IsActive and IsPublic, then allows you to set whether capacity should be filtered.
