trying to update Rock - fail

I have no idea whats going on, or why anything would have changed from the previous version of Rock and trying to update to the latest version. But... something isnt working.  When I go to rock update and choose install 7.0 here is what I get.  Not sure where to go from here to fix this...thanks in advance for any help.

    I am also facing the same problem.  Is it a Microsoft access rights issue?
