I don't have a website so where do I go to start the download process?

I'm not sure I understand what you're asking, but you can download Rock by starting here http://www.rockrms.com/GetStarted If you're saying you don't have a web *host* to install Rock on, that will be a problem. You will need a Windows server with IIS and SQL Server in order to run Rock. You *can* install Rock on a local Windows machine by installing IIS and SQL Express on it, but you would not want to run that in production.

I went to "get started" and downloaded from that, but an install window didn't pop up. I believe we have sql express, but how do I find it so I can get this downloaded? TIA

Rock isn't a program that "runs" when you download it. It's just a file you install onto your web server and then by visiting that page/file the installer starts. Rock needs to be installed with very specific Windows/SQL prerequisites in a very specific way. The best way to accomplish that is to follow the step by step install instructions here http://www.rockrms.com/Rock/Book/1/73

Note that this assumes you are self hosting... there is another guide for cloud hosting but in all cases getting Rock running is similar.
