Question about Microsoft Azure hosting

I'm currently looking into the $5,000 annual hosting credit for non-profits by Microsoft Azure. At this part of the page: https://www.rockrms.com/Rock/BookContent/31/119#smallandmediumorganizations it says it would be good for 25,000 records. I guess I'm just wondering what a "record" means in this context.

Record means "people" in this context. Rock sizing guidelines (and they are ONLY guidelines, not etched in stone "must do", because so many variables go into the overall performance of the system) are based on the number of people records your DB has (or will have).
