login screen messed up

Moved DB to new server, now this is what I see, until I log in. Once logged in, everything is normal. What could cause this?

    Actually what it was, 

    In IIS under my site permission did not have IIS_User or Users. So basically there was no permission for anything until you logged in. Once I added those two users, everything went back to normal.


    Must have been a glitch during install. 

    Just for clarification. I moved a church I contract with from their not so great hosting solution over to Azure. So fresh install, then database restore.

    Did you only move the db, and not the web server? The only times I've seen that is when the App Pool your Rock instance is using does not have its Identity set to LocalSystem... but that could only be the issue if you are running a new web server and didn't get that setting correct per the install docs.

    I did move the whole site... but the site is using default app pool set to local system
