Database Configuration Error

When trying to configure database on rock I get the following error. I have verified ports are open by telnet to 1433. I dont get an error that it cannot connect.

Safe to assume that this is an onsite install of rock?
You can try using the machine name?
Can you connect to the machine with the same login details from ssms on the same machine as the web server?
