Giving permissions

How do I give someone permission to create groups or serving teams without making them an admin? I already have them marked as a staff member...

    By default, users in the "RSR - Staff Workers" role don't have permission to add Groups.

    To give a user permission to add Groups:
    1. Navigate to the Group Viewer Page and select "Block Configuration" from the Admin toolbar.
    2. From the Group Tree block flyout menu, select "Block Security".
    3. Select the "Edit" tab, and add the Security Role(s) of the Users who should have permission to add Groups.
    You may want to create a new Security Role for this, or you can use an existing one.
