Plugin Ratings and Comments Should Persist Across Versions

If someone reviews a plugin (say its on version 1) and the plugin is updated to a new version (version 2), the ratings and comments disappear.

It appears that the reviews are specific to a particular version of the plugin. This makes the ratings and reviews almost worthless.

Imagine if Rock's Capterra reviews were "reset" on every major release.
