When creating Communication, If template doesn't have Email, use current user email

Communication

This is submitted on behalf of Flatirons Community Church.

When sending an email with Communication Wizard or Simple Communication, it would be great if the blocks would automatically use the Current User email if the Template does not have this information. I am thinking it would be great if this feature could be toggled via a block setting.

I currently have a custom block for this, and I am willing to make a PR to get this pulled into Core.
