Provide a Workflow "Deactivate" or "Disable" Action Checkbox

I thought it would be helpful to provide a checkbox to temporarily disable an action from occurring in a workflow. 

Scenario: Say I am developing a new workflow that has an email notification configured that goes out to a group of leaders.  I don't want to have to delete that action and reprogram it because some other part of the activity is behaving wonky.  When I'm troubleshooting my workflow, I want to disable that step so that I am not pushing unnecessary test requests out to that list.
