Add Public/Private Toggle to Campus Configuration

We have ran into a couple of different situations where we wished we could have a Campus be active and private (i.e. hidden from the External Website), and thought that there might be some other churches that would benefit from this as well.

For example: we don't want our Prison Campuses (we have 4 currently) & Church Online to show on the External Website's registration forms, group sign-up forms, connection requests, to name a few examples. However, these campuses need to exist in Rock internally, for accounting / contributions.
