Add ability to reorder the event Wizard

Event

The new event wizard is nice, but it starts based on event registration. 75% of the events we want to publish don't have a signup. We'd like option to reorder the wizard so that it starts with event creation and allows the creation of a registration (and group placement) if desired.

Current flow:
1. Create event registration
2. Group placement y/n
3. Event creation y/n

Desired flow:
1. Create event
2. Registration? Y/n
3. Group placement y/n

We'd be willing to help fund it...I don't know what it would take to do, so I don't know if we could fund it entirely.
