Option to email inactive group members

Group

When emailing members of a group, even if an inactive member is selected, you cannot send a communication to them. We keep inactive members in groups because they may want to be communicated with but not currently active OR in serving groups we may want to invite an inactive member to serve again, but not have to run background checks or other screening on them.
