New Communication Default to Bulk Block Setting

1.10.1 Communication Complete

It would be great to have a block setting to default all new communications to Bulk. Currently when you create a new communication in Rock, it defaults to "Is the Communitcation Bulk?: No" Almost 100% of communications we send through the New Communication wizard should be marked as Bulk. We have modified the New Communication block to achieve this, but we believe this would be a fairly simple and beneficial change for many churches.
