Add SendGrid Communication Transport To Core

Currently there are only two email transports supported by Rock: 1. Mailgun, which ships in Core, and 2. SendGrid, which is available as a plugin in the Rock Shop.

I am requesting that a new SendGrid plugin also be included in Core. While I realize this might ruffle some feathers, my logic is as follows:

- The current plugin is quite old and doesn't take advantage of modern ways to submit email (web API) and still relies on antiquated SMTP submission, making email delivery from Rock much slower than it could be.

- The current plugin could be considered "abandonware" as the developer that wrote is is no longer involved in the Rock community and has shown no interest in improving it.

- Email is a critical infrastructure component for all Rock orgs, and those of us who use SendGrid cannot rely on a third party dev who is no longer around to maintain our connectivity. It's only a matter of time before something changes in, say, the SendGrid webhook format that breaks email analytics in Rock.

- It's easy to say "just switch to Mailgun" but this is not practical for orgs like ours who have a dedicated SendGrid IP and have cultivated a near perfect reputation for that IP over many years. Giving that up just to switch providers would lead to deliverability issues we haven't seen in years, and we're not willing to do so.

- Twilio now owns SendGrid, and since Twilio *is* already supported in Rock Core, it makes sense that SendGrid would be, too.
