Event Fees at Registration Level

We have a need for registration fees to be at the registration level as opposed to registrant level (example fee for a family), so one solution would be the option of a setting in the fee to apply to registrant or registration, and/or having them appear after the registrant attributes or after registration attributes. It would also be great to be able to add in pre/post html to the Fee's block. Also having these be visible in the registrant grid or group placement grid is also needed (see idea of fees tied to attributes).
