Head of Household Override

There are a few things in Rock that use the concept of a Head of Household - most recently the Connection Campaign plugin.

However, the Head of Household is coded to select the Male Adult (if more than one adult) from the Family Group.  In some cases, however, it may be preferable to choose a different head of household (e.g., the Female Adult).  We have seen this with some elderly during calling campaigns where the Male Adult was in a nursing home or had some other reason where communications should be directed to the Female instead (And, marking the Male in a different household or as Inactive wasn't appropriate). 

This idea is requesting the addition of a property or some mechanism to allow specifying a different head of household.
