Have a default apostrophe for name fields

We have someone with an apostrophe in their last name who always enters their name with character 226 ’ while staff uses character 39 ' so they don't show up on searches and when I do comparison's of family names and the last names of family members, it doesn't match. It also has issues on the person duplicate finder.

We have 20  people with the last name O'Brien and one person with the last name O’Brien.

If the recording of names into the database could be standardized to the most common one that would be very helpful.
