Incorporate Scheduled Transactions into the Rock Cleanup Job

I noticed in our Rock instance we have a number of one-time scheduled gifts that have completed but the scheduled transaction itself has remained active. We can go through and deactivate these manually but it would be nice if the Rock Cleanup job could incorporate this task and automatically deactivate them if they have completed but remain in an active state.
