Marking a site inactive behavior

We had a ministry that had it's own site and that ministry is no longer active. I went to cms > sites and made it inactive expecting the site to be no longer visible to the public. I submitted a bug here.

Nick recommended I ask the community what you would expect to happen. If you would like the site to be come inactive as far as displaying to world wide webs (😄) vote on this idea.
