As churches have started to embrace online streaming - whether by design or by need -  I've seen an increase in questions in the  community chat about how  to  allow  somebody from  another country to donate online. The issue they run into is the inability to enter an international address. Currently, the only work around I believe  is to  enable this  globally across the entire Rock server - which is often undesirable. I  think it might make sense to add a  block setting to the  contribution block (transaction entry) to enable international addresses just for that block.

The goal of  this setting would be a  binary OR with the global setting.  That is,  if  both are  false then  international  addresses are  not supported. If either is  true then international addresses are supported.
