Financial Permissions: More Granularity

Finance

I appreciate the granularity that the security roles can specify.   But as a new Rock church, I see a need for one more level of detail:
I understand that anyone who is cleared to see financial transactions can see _any_ financial transactions.

Here’s our issue:  We have new volunteers who help people check into paid events. Sometimes a registration needs to be canceled & the fee refunded.
So those volunteers need to be able to find & refund these $30 - $40 - $50 transactions.
… and we don't want them to see our hugantic donations.
I think there should be different security roles for FinancialAdmin.Events ( =Event Registration staff-volunteers), and FinancialAdmin.Donations ( =the accountants/etc who manage the church's largest donations).
