Add History Tracking to Locations

It doesn't happen often but even with this hidden somehow people (staff) still close rooms and they don't mean to. It would be nice if we could look to see who closed a room so we could provide that person with training on why they shouldn't do that. 

Daniel Hazelbaker pointed out it might be nice to know who changed the max-occupancy of a room too.
