Make SMS Character Limit a Hard Limit

The New Communication block on the Communications Wizard has a Character Limit option which presents a countdown while you're composing the SMS. The problem is that it is literally just a counter, and will happily go into the negative and let the writer send a text of just about any length they want.

We would like a option to make the Character Limit a true limit... so it counts down to 0 as the writer composes, and won't let them go any further. This actually has financial implications as a "single text", when over 160 characters, will be counted as two "segments" (texts) by Twilio and you'll be charged accordingly... imagine a single "text" sent to thousands of recipients that is actually 4 segments and ends up costing the org 4x more than they thought it would.
