Allow a way for someone other than the Registrar to pay for the Registration online.

Event

For a normal registration, not a fund raising campaign, we often have Mom registering the child for the camp/retreat but Dad (divorced or not), or maybe even Grandma, will be covering the cost of the event.  Could we possibly make a new Know Relationship of 'can pay for' from adult to child or to the registrant so that if they have that relationship we can send them the Payment Reminder (or a new/different email) with a link to the payment page?
