Allow Users to set Some Communication Template Variables in the Communication Wizard

There are some parts of emails that are best set in the CSS as background images or background colors instead of dropped as components. As departments send emails, we can give them a template they can use, but they are not able to change things like the full-width header image or footer colors as they are variables set on the template.  It would be nice if we could pass some variables on to the communication wizard UI to make them user-changeable at the time they send the email.
