Add Azure App Services as supported hosting platform

Azure App services is a solution to host ASP.NET applications.  It is lower cost than a Virtual Machine, and it reduces the security attack surface that comes with Virtual Machines.  It also reduces the overhead of managing Windows OS patches, management, etc.


It would also be great to have a deployment option available for ease of deployment. There are many options on the market (Azure Bicep, ARM template, Terraform, Pulumi) which would streamline Azure deployment.
