Add SMS Setting to Nameless People (Unknown Person) screen.

We just received our first SMS Texting "opt-out" that belongs to an unmatched Nameless Person.  Since the phone number is not currently linked to a person profile, it would be good to stay in compliance with being able to mark their phone as "No SMS".  Then, if the person does show up with a full profile, they will not immediately receive a "Welcome Text" prompting a violation error with Mobile Carriers.
