Adding notification email options to the Blackout Date function

The Blackout Date function in the Scheduling Toolbox is a great.  It definetly helps when scheduling your volunteer staff.  But, unfortunately, unless being told verbally or maybe another method, there isn't a way to keep track or know when a volunteer will not be available, until we are on the way to schedule them.  

Having an email notification option everytime Blackout Dates are submitted would be really helpful when trying to schedule your staff ahead of time. 

This will allow for better planning and being prepared to make sure we have the staff we need in place.

I would love for it to have more than one email option.  It's always good practice to have a back up. :)
