Add Active and Public options to Discount Codes in Event Registration

Event

Allow the ability to hide the discount code publicly. We have a need to track the discount code and apply it internally but do not wish for the Discount Code box to show while a person is registering.

    I realize that the Active dates can be used to "Inactivate" a discount code, but having an active discount code, there is no way to hide the box externally.
