Group Requirements not apply to Pending Member

It would be nice if Group Requirements did not apply to 'Pending Members' of a group. Reason being: You could put someone in a group as pending while you are working through their group requirements. This would allow you to run reports on pending members vs active members and allow staff to see missing requirements on those they are onboarding much easier.
