Allowing following history changes when starting/old value is blank and the new value is non-blank/anything:

We would like to be able to create a Following Event using the Event Type of Person History that would allow following when a starting/old value is blank and the new value is non-blank/anything. The use case would be allowing for a following notification when a date was added to a person attribute as seen in the photo below.
