Add Ability to disallow workflows from being processed via the Workflow Process Job

There are sometimes Workflows that you would never want / need the Workflow Process job to pick up.  ( i.e. workflows that have user entry forms ).  Sometimes these workflows need to be persisted to work with things like connections, and then the user navigates away and doesn't come back.

I suggest adding the ability to set the Workflow Process interval to something like -1 to indicate it should never be processed by the Job.
