Duplicates Matching Logic Improvements

As an admin I would like to see the following adjustments to reduce duplicates and improve the validity of the duplicate confidence score.

1) Leverage new record's address as part of the Match Score to further reduce the likelihood of a duplicate record being created.

The following should reduce the confidence score:
1) gender or suffix conflicts i.e jr/sr scenarios or male/female scenarios.
2) DOB conflicts, i.e scenarios where both records have a date of birth and they are different
