Adding a Registrant manually should allow editing of Person Attribute fields

Event

If a registration template is configured to have Person Attributes show up, they are editable by the end-user when adding themselves to the event. However, if you need to manually add somebody via the back-end interface, those person attributes are not editable. This requires the admin person to open a new window and go to the person's record to see and/or edit the value. This is especially important when these fields are marked as Required as the admin may not know they need to go set that field.

Suggested fix would be to show the Person Attributes once a person is selected in the Person Picker. Our belief is that security should be ignored at this point since an administrative user with (presumably access to those attributes) specifically selected that attribute to show up in the registration.
