Allow Attachments for Person Notes

We've encountered several situations where we've needed to document something on a person's profile, where an attachment to the note itself would be essential. I propose we add attachments (with the same security as the note type) to profiles. This will allow us, in sensitive situations, to not lose critical information but rather to have it in a quick and accessible manner.
