Require Gender on Create Account

17.0 Core Complete

We would like to have the Gender field required when a person is creating a new account.  This way they are forced to pick either Female or Male and it will eliminate that larger number of Unknowns we are experiencing in the system. 

Behind the scenes when adding a new Family or Family Member, Gender is required, but defaults to Unknown.  If this could change from radio buttons to a drop down, even if it still includes an unknown option, it would still help us lessen the amount of unknowns in the system.
