Alert Coach (ParentGroupLeader) when Group Attendance is Not Entered

Group

I think this could all be done as a configuration change, not a code change. But it's beyond my ability.

Currently, Rock has the capacity to send group attendance reports to the leader of a parent group (a "coach," in popular terminology). So if Alex is a leader and Bob is a coach, when Alex fills out the attendance report Bob gets an email with the details of that report. But what if Alex never fills out the report?

Currently, the default is that Alex gets a second email 2 days later, and if he doesn't fill it out he gets a final one 2 days after that. Now that we have the capacity to contact coaches, it would be great if the coach would be notified that a leader didn't fill out an attendance report, perhaps the day after that final notification.
