Hide Redundant Block Titles

Block titles are creating redundancies for website. For example, the change password block comes with two titles in addition to a dedicated page that comes with a page title. 

It would help if content editors could decide when to display default block titles and names.

In this example, the user is presented with "Change Password" four times which can impact ministry reputation.
