Send Payment Reminders on Events With Fees Only

It seems the automatic payment reminders only work when there is a cost to an event, and not when there are only fees. Reminders do not automatically send and the Send Payment Reminders link does not show on the instance. Really need this to work with fees if possible. I foresee us using fees only many times in the future.
