Disable Up/Down arrows on Public Transaction Entry Block

1.8.6 Finance Complete

While we understand that all numeric input boxes got "up/down arrows" added in v7 for presumably a good reason, this change is causing us problems when people give on the public site. It is now VERY easy to accidentally "scroll while moving the mouse" (or more likely, trackpad) which actually changes the value the person entered into the field, and often they don't notice. This causes someone who gave, say, $100 to actually give 99.97 or similar (it's almost always lower because people tend to down-scroll when moving the mouse down to the next field). Sometimes people end up with a negative value in a field they didn't even try to enter a number into, which (thankfully) the block catches and won't allow, but even this usually leaves the person scratching their head how that happened, and it's not a great experience.

The enhancement we request is that the Transaction Entry block not allow these up/down arrows to work... either by hiding them (preferred), or deactivating them, or switching it to use a different kids of field that doesn't have the arrows.
