Can you setup a scheduled recurring giving transaction to repeat monthly but expire on a certain date?

It depends on the gateway. I looked in core for NMI and Payflow Pro and didn't see an option for adding a stop date.

With the Simple Donation gateway, you can choose any interval (weekly, bi-weekly, monthly, 1/15th, etc.) and then a "stop date", where the recurring transactions self-destructs (Mission Impossible style) on that stop date.

Not in core.
If you feel like coding, it's possible to set an "end date" or a "number of payments" that can trigger a job to disable the repeating payment.
The workaround is to have a few staffers set a calendar date and disable it on behalf of the donor. ;-)
