I'm pretty new to web design and have just finished going through the html and bootstrap tutorials on w3schools. I have a pretty good idea of how to create the webpage my church is looking for with these two things, but I'm not sure how that all goes into rock yet. My question is, when I insert an html block into rock, It is confined in the section I place the block in. But, I want to have an item go all the way across a page (like a jumbotron) so how can I do this?

Yes, your layout has zones and blocks are confined to those zones. There are multiple layouts built into Rock but you can do your own if you really need to, though that is not trivial. Have you read the designing web sites Rock guide? It's explains how layouts and templates work.
